[NMLUG] sendmail /etc/smrsh?

Can anyone tell me when sendmail added the smrsh directory? That is,
there is apparently a directory (/etc/smrsh in RH6.2) that must
include a link to any external files that you add to an
alias file (I think this would also include sendmail.cf).
For example, a typical line in majordomo aliases file is,
test-request: "|/usr/test/wrapper resend @/usr/test/lists/
test.resend -h thishost.com
I found that this particular line will not execute unless there
is a link placed in an otherwise empty directory /etc/smrsh to
the wrapper executable.
In one of my O'Reilly books (albeit now aging) on sendmail,
there is no reference made to the restricted shell. An online RH
HOWTO ("Where is Everything") has two sentences mentioning the
directory, yet no discussion of what it is. So, I'm wondering if
this is a RH thing, a sendmail thing, or what. Any references
to online article discussing this directory would be appreciated.
